Gavagan (D-NY), dated April 25, 1939. Includes 3 other TLSs to Gavagan, from Stephen Early, the Secretary to FDR (April 19, 1938), another from M. A. Le Hand, FDR's private secretary (June 27, 1938) and one from M. H. McIntyre, also Secretary to FDR (August 20, 1937). Other items: 5.
