The copy of career diplomat Ulysses Grant-Smith, with his initials gilt stamped on front cover. 393 pp. Memo nos. 4 and 5. The conference led to several resolutions and declarations regarding trade, rules of encounter and trade during potential wartime situations, etc., signed on by almost all European nations plus the USA, but largely unenforced and discarded during WWI. Grant-Smith held various diplomatic posts at the time, including in Constantinople, Albania, etc., and would have been part of the US legation to this conference. Included are some letters etc. to Grant-Smith from fellow diplomat Walter Townley (British), and a telegram from Robert Bacon (briefly US Secretary of State), tellling him that the president wants him to be third secretary of Embassy at London.
