London: H. M. Stationers Office, 1940. The first piece is an article reprinted from The Listener of Feb. 29 1940 on the fate of Britain's "empire." The speech is a follow-up to his infamous White Paper of 1938, which advocated for a consolidated Palestinian state and against the establishment of a Jewish state. It further argued that the limits of Jewish resettlement in Palestine had been reached as per the terms of the Balfour Declaration and that no Jews from Europe should be resettled in Palestine. This was at a time when Jewish refugees from Europe were denied entry into the United States or Canada, and his White Paper was a death knell for Jews in Europe hoping to escape the Nazis in relocating to Palestine. The paper was controversial and had been the subject of much discussion in Parliament: when the White Paper was debated in Parliament on 22–23 May 1939, many politicians objected to its central recommendations. Winston Churchill noted, "After the period of five years no further Jewish immigration will be permitted unless the Arabs of Palestine are prepared to acquiesce in it". These discussions were put aside with the advent of the war, and this is apparently the first time it was revisited since 1939. In the speech, MacDonald defends the conclusions of his White Paper, despite mounting evidence of Nazi atrocities and dissects the differences he has with the Permanent Mandates Commission position established by the League of Nations.
