One stiff sheet folded to make 4 sides, the back side signed by the four, Hall was the president of the Yorkshire Mineworkers union, Gaitskell was then Minister of Fuel and Power, Maurice Webb was chair of the Parliamentary Labour Group, and Paling -- it could be either Wilfred or his brother William since both were MPs in the Labour Party, sons of a coal miner, and deeply invested in Labour politics and mine safety. Of all four, Gaitskell was the most conservative, often seeking compromises with the Conservative Party and advocating for the removal of the Clause IV of the Labour Party's platform, regarding the nationalisation of all major industries.
