The author served briefly as Chancellor of Germany at the end of the First World War, sued for peace to end the war, agreeing to Wilson's Fourteen Points, which included handing over the Chancellorship to a the chairman of the SPD and the abdication of Emperor Wilhelm II, thus ushering in the Weimar Republic.
