Each picture is about 4.5 inches wide, light soil, mounted on thick black stock (14 inches tall). Uncommon photos, each captioned in white in the plate. Westinghouse plant was in a river valley and was very susceptible to flooding.
All mounted on file cards that have the alleged perps' information on rear: name, year of birth, last known address, but unfortunately no description of the crimes they were alleged to have committed. Each has "presumed dead" written in pen on the back, and release dates from the 1990s to.....
